They can't. Only thing they can do is put a tracker on you to keep track of your movement, but again, this thing is done manually if they are suspicious.

There is no way they would keep track of everyone movement in a log. When you consider their server is barely able to support jeuno's population, I seriously doubt they keep a log for everyone.
