Post subject:  Refresh Potency...

I've been wondering about this for a whiel,
Is there any way i can increase the effect of refresh?
I remember reading something about if you raise the elemental attribute of the spell, the spell is stronger but im not sure if thats to brd's or something.
I really hope its possible cause looking at your guys's mp at lvl 70's 3 mp a tick cant really be that much.
Please reply if there is any way or there isnt a damn possiblity i can raise it.

RDM AF2 Hat increases it from 3 mp to 5 mp per tick.

No, I don't think the hat enhances Refresh either. It only adds Refresh effect to the RDM who is wearing the hat.
