The NPC is Ominous Cloud. He works just like the Arrow Quivering NPC that follows Valeriano's troupe. So I guess the NPC is in Bastok somewhere right now. The Wijnruit you can get from Maymunah in Bastok Mines (Alchemy Guild) Or you can get it from Dabih Jajalioh the little cat in Ru'Lude Gardens. There are others but those were the first I came to. lol Sells for 110-124 gil depending on fame.

You can also buy Wijnruit from your local Deffland Vendor whoever owns it.
