anyone know how many ancient coins you need for this item? Also, do i need to have completed CoP for the NPC to offer these items to me, or could i just collect ancient coins from bazaars and purchase it that way?

It's 75 coins.

You need Sea (Limbus) access or the NPC will refuse to deal with you.
