They are, legally; which means they can't tell us anything specific, and the GMs don't even know the specifics.
the point is..... they are gil "farmer", all they do is farming gil, there is no proof that they give their gil to someone that can earn real $$$ (even you know they earn), most worst is they are not the real "seller", they just help seller (their boss) farming, so farming gil no break rules and GM can do nothing
having IGE help, how can you proof gil seller and buyer has connection?
