I've found that the best parties I have been in, are the ones that start after noon. It seems like those last the longest out of the majority of my parites. If you make them too early, someone has to goto work, if you make them too late, someone has to goto bed. Also, if you make a party during the day, you have a much better chance of replacing someone for that unexpected, or even expected leave of absense. At night, it is slightly harder to find a replacement, especially before midnight. The night parties tend to last longer than the really early ones, but you will always be risking the chance of someone falling asleep because they've been up all night and not performing to their full potential. (Or of course, the ones that just woke up and still have the nice eye goobers and are sittin in their PJs)
Parties that start around 12~1 tend to have the most attention from the gamers. This is when a lot of people who are hardcore, or just the lazy ones, will be waking up. I myself have woken up at about 1 or so, hopped on ff, and within about fifteen minutes I have a really good party setup. More people are on during the day than at night, or, I should say the people who put a lot of time into the game are on. You tend to find the 1~3 hour players when you start seeking at night. The people that just got off work or back from school or something. Weekends, are obviously, by far the best times to level. You have a less chance of the healer in your party saying they have some band concert to goto or something, than that of a weekend.
For a weekday, I'd have to say that logically the best time to level would be after the school hours. Granted, not everyone here is in high school, but there are a lot of people who are. Even those in college tend to have the early suck classes, unless you have all night classes.
